What is an ECC (Emigration Clearance Certificate)?【Visa & Permit for Studying in the Philippines】
✅ What is an ECC?
The Emigration Clearance Certificate (ECC) is a document required for foreign nationals who are leaving the Philippines, especially those who have stayed for six months or longer, or those holding certain visa types, such as individuals who have extended their Tourist Visa multiple times.
It serves as official clearance from the Philippine Bureau of Immigration, confirming that the individual is eligible to exit the country legally.
✅ Why is it required?
The ECC ensures that departing foreign nationals have no outstanding tax liabilities, unresolved visa violations, or illegal employment records. Language school students may also be required to obtain an ECC if they:
-
Stay over six months, or
-
Hold an ACR-I Card, which implies a stay of 60 days or more
✅ Who needs an ECC?
You are generally required to obtain an ECC if any of the following apply:
-
You have stayed in the Philippines for six months or more
-
You hold an ACR-I Card
-
You are on a long-term visa (e.g., Student Visa, SRRV) and have stayed for an extended period
※ Students enrolled in short-term ESL programs (up to 24 weeks) typically do not need an ECC.
✅ Application Process (General Guide)
The ECC should be applied for approximately 1 to 2 weeks prior to your departure. While procedures may vary slightly by school or location, most institutions will assist eligible students with the application process.
To apply, you typically need the following:
-
Original passport
-
ACR-I Card (if applicable)
-
A copy of your departure flight ticket
-
One 2×2 inch ID photo
Processing takes approximately 3 to 5 working days, so it is important to prepare in advance.
✴︎ Attempting to leave the country without the required ECC may result in fines or being denied exit.
✅ Estimated Fees
As of 2025, the standard application fee for the ECC is PHP 2,880.
Additional charges may apply depending on your visa type or overall length of stay—even if you do not hold an ACR-I Card.
✅ Penalties for Overstaying
The following penalties may be imposed if you overstay your authorized visa period:
-
PHP 3,000 per month of overstay
-
Within 2 months after visa expiry: PHP 2,000
-
Between 2 to 6 months: PHP 5,000
-
More than 6 months: PHP 10,000
✅ Important Reminders
-
You must apply early to allow sufficient time for processing.
-
Attempting to depart the Philippines without an ECC—if one is required—can result in denied boarding or fines at the airport.
-
ECC may be required even if you are traveling to another country, not just returning to your home country.
